That's such a weird thing to say, why shouldn't scientists and engineers collaborate regardless of who the president of one country is? Do you think every person involved in the entire agency is personally responsible for the braindead, stroke-riddled, kid-diddling orange fascist?

That's odd. I'm not a native english speaker, but that's the style I've seen forever from news organisations, in all languages I speak.
