We need good people to run for public office. It is **extremely** difficult work in the best of circumstances.

My point is that folks are distinguishing between debate/deliberation on the one hand and amendments on the other, and there’s a lot of overlap between the two! Debate and deliberation—often based on what members are hearing from constituents or impacted parties—is the marination for amendments!

Amendments are one of the most important vehicles for member input in laws, though. And they often **reflect** public input ahead of a vote on a bill. In some bodies—such as the US House—amendments are tightly curtailed because leadership doesn’t want members to have that power.

The Rental Act was permanent legislation though? Is the argument that a legislature shouldn’t consider amendments when a bill is before the whole body?

Some context for that, of course, is that the council had to essentially scrap the spring legislative session because of the enormous delays in the mayor’s budget submission. Members essentially could not schedule hearings while they waited for the budget to drop.

Only slightly more dense than DC. Lack of downtown residents is probably bigger problem. As for the streets—that’s part of what we should change!
