A concept from political science that may be useful to this debate is alienation-based abstention. Voters from the far left or the far right might abstain if the parties cater too much to the swing voters in the middle. Taking populist positions may be attractive as a way to get them out to vote.

www.aeaweb.org/articles?id=... argues that participation in elections is increasing in income and education. Thus, the median voter in the electorate tends to be richer and more educated than the median voter in the legislature.
