I've had similar issues but that was resolved once I switched from the Spectrum router to a Google Mesh system. I now get pretty consistent speeds all around. Might that be the problem?
Internet speed test showing 486.87 Mbps download speeds and 11.48 Mbps upload speeds with a ping of 11 milliseconds.
