I am also that DM! In 3.5 I ran "D&D Unlimited (lite)" where all published books were allowed, but infinite builds like Pun Pun/The Artificer were banned. 100% of the time was spent building characters, and we never played, lol. But those characters *are* written into the world and broke the planet
