They should. Typically veteran benefits are not at the whim of government shutdowns. It’s automated with funds already appropriated. New applicants might see a delay but that’s probably because there is no one to process it. VA employees might not get their paychecks, but the vets should be covered.

Veterans will get paid their disability. That’s a whole other fund.
