Many very wealthy people (pensioners?) take 'loans' from their wealth not income, because loans are not taxed but income is.
Eg. If your wealth is £100m and it grows by 5% (£5m) you can take a loan of £1m. Your wealth has grown (sans tax) and you have tax-free income of £1m. Nice work!
