You might think of it as those optical illusions that can be seen in two ways. While the same information is given, the brain contextualizes that information differently depending on the immediate context of your perception, and you don't necessarily get a choice in how you see/hear it.

It affects what will sound resolved. For example, in A minor/ C major, while in A, A would sound like home. Harmonic tension would be resolved by arriving at A, and less would be achieved by arriving at C. Vice versa while in C.
