Some states, such as New York and Pennsylvania, sued one of the largest purveyors of agreement-for-deed contracts, Vision Property Management. In 2020, New York reached a settlement with Vision providing clean titles to dozens of buyers. This summer, Pennsylvania reached a $1 million settlement with a company tied to Vision's rent-to-own operations, barring it from the residential real estate market in Pennsylvania.

Since 2022, a Virginia investor, through four separate companies, has purchased at least 154 homes at dirt-cheap prices in the poorest neighborhoods of St. Louis city and county, including the one Allen thought he was buying. Since the companies began buying up properties in the area, they have filed at least 130 eviction suits in the city and county. Some of the evictions have been on the same properties, as tenants turned over. "I will never do a repair," Chianese said in an August YouTube video in which he shared his investment strategy. "And I'm very, very firm on that that. Just stick to the model. Don't do repairs. You'll save time and you'll save headache." That "model" is what Virginia Beach-based Advantage Homebuyers owner and online investment personality Scott Jelinek, Chianese's uncle, calls "the slow flip," promising investors a steady cash stream with little to no responsibility. The idea is to buy cheap property, make no repairs and get tenants looking for a chance at homeownership to sign an agreement that precludes them from building equity — yet makes them responsible for all repairs and maintenance.
