However, if youre experiencing the issue before the update, theres a possibility your cpu is permanently damaged by this issue. You can circumnavigate this by either locking your cpu to a lower boost clock in bios (ie, i lowered my boost clock from 5.4 to 5), or disabling the affected cores.

Are you running windows 11 by chance? I had a similar issue, albeit with audio, that was caused due to windows 11 trying to access 2 E-cores and overvolting them, causing the stutter/hitch. If you have an Intel 13-14th gen, this was a pretty common issue that was addressed with a bios update.
