In the naturist lifestyle sexuality has the same place as it has in clothed society. Same goes for murder, rape, thieving, ....

All content must contain non-sexual nudity because for clothed content the site would be competing with YouTube, for sexual with pornhub.
It's all about getting nudity accepted as 'normal' by providing a public site where such nudity exists.

I think that algorithms don't reason in 'tones', it's very much more basic.
