I would argue it makes sense (within reason) as a metric to assess operators’ revenue, not as a metric for international comparisons.

There is a serious lack of understanding of the cost models of LEO satellites. It would be really great to see some publicly available work on the costs, it would help policy makers and operators figure out how much of a threat this really is...

I would imagine that this is related to a higher reliance on FWA solutions in rural areas than in other countries. Obviously, correlating this to public spending in connectivity would yield interesting results. I'd do it, but it's hard to access that data...
