The TWID says that upon reaching rank 500, highest tier weapons/armor will drop regularly. Before Ash & Iron, when the caps are 400 and 450, will highest tier stuff drop regularly at 400? Or tier 4? Or not at all? Thanks!

Will solo ops scale to the top -- i.e., there will be solo "ultimate" content and solo content that drops tier 5 gear -- or is there a point at which a fireteam is required?
