I mean, let it drop without trying anything to prevent it. In Quebec, we used to have a lower TFR than the rest of Canada. We inverted this position with accessible daycare (not yet universal), paid-leave for parents and more affordable housing.

Other policies can be implemented to complement this.

Probably, but we should not let fertility fall below a minimal threshold (somewhere between 1,5 and 1,8).

Sadly, Hong Kong is not a country anymore. And when it was a city-state, it was not really comparable to other "extended geography" countries.

In a related topic, did you know that mean age is unexpectedly a much better metric than median age, which is, quite sadly, way more commonly used?

Eurostat's methodology doesn't account for population aging and growth, so it must be interpreted with great prudence, or best : use another source.
