Who earned high grades for largely being compliant, but were at it slightly below grade level. I would then have other students who would want to be in my class who I was told had low grades because of X reason, whereas in my entry diagnostics, they were often more than ready to do well.

But yeah, in the UCSD situation, saying 'I don't want standardized info' meant "I will just take who you tell me are the smartest kids" without any confirmation. And I can tell you that is a loaded list. I often had this with my rosters for AP classes, where I was given 'well-behaved' students

Correct. I mean, I basically treat grades as a useless indicator in my work as evidence of learning. Gradebooks are hard to control and teachers have a very personal relationship to them.

That said, I do think grading policy shifts along with anti-testing vibe created an environment where grades

The reality is that there is no mass constituency that is in favor of actually knowing what their kids can do or being held accountable to it, and this stretches across politics and incomes.

Here's the thing - I actually agree that most Americans prefer space and a car (which is sad, but whatever). However, on top of that, we have subsidized this specific type of lifestyle so that the cons of it are even less paid for.
