If tariffs are collected by the U.S. not because of a law passed by Congress, but an executive order by a President, who appropriates the said tariff funds?

Can you/Dems regularly do town hall meetings throughout the country (especially red counties)? Part of the reason why many counties in blue states moved right is because they feel left out during presidential election cycles. I live in MI so I don’t feel this, but the rest of the country must.
