Define "work". Returning to Reagan/Clinton-era rates would increase revenue, but, due to the Laffer Curve, there's a limit to how much revenue income taxes can get you. We need pigouvian measures such as meat, carbon, sugar, and land taxes on top.

Actually, raising the age qualification for benefits generally is. Our government budget does have a massive hole in it, and nobody is willing to take the actual measures that would substantially address it; raising the ages for Medicare and Social Security. (That and an LVT.)
