I think it’s poking fun at a badge used by freemasons, especially the Order of Knights Templar, who have a cross under a crown similar to the cigarette under the doormouse

The Latin is a reference to the Emperor Constantine who supposedly saw the phrase “in hoc signo vinces” in the sky before he went to war, before a Christian cross. At that point Rome was still a pantheonic religion, but he put the Chi Ro on his soldier’s shields which was said to bring him victory
