美国体制一大问题是行政部门违法免责（唯一问责机制是弹劾，门槛太高），遇到川普这种没皮没脸的总统就可以不停违法，法院的制约缓慢（现在最高法院不许区法院发全国禁制令，更慢了），即使最终被法院判违法也不用承担责任，大不了改了，继续在别的事情违法。加州州长就不敢，惹了众怒随时可被公投罢免
