That is a big part of his character too, its why a lot of bajorans don't trust him. He is a useful and sympathetic element a lot of times but he really heavily represents state violence even if he refuses to carry a phaser.

He really does, i just started my own rewatch and skipped forward to the scene with quark comforting him over kira later on and it is WILD how different it is!
