Googling for the phrase "exceedingly limited" along with "Moore v. Harper" turns up a couple J. Michael Luttig articles in The Atlantic. Either Ziegler or the AI he used could have misinterpreted the context of that phrase.

If the Court does interpret the elections clause in Moore to require circumscription of the state supreme courts’ review of their legislatures’ redistricting decisions, that circumscription ought to be exceedingly limited, given the substantial deference that the Constitution requires be accorded the state supreme courts in their interpretations of their own state constitutions. If there were authority in the Constitution to limit the state supreme courts in their exercise of the states’ judicial power, that authority would be found in the elections clause, because when the state legislatures prescribe the manner for holding federal elections, they do exercise federal constitutional power granted to them in that clause. But if the Supreme Court were to interpret the elections clause to permit some circumscription of the state supreme courts’ review of their legislatures’ redistricting decisions, that circumscription would necessarily be exceedingly limited, restricted first by the Tenth Amendment and restricted even further by the palpable lack of any discernible constitutional guidance for even a minimal incursion on the states courts’ constitutionally mandated judicial review.

We didn't need DOGE for this, we have (or had) Inspector Generals that do this. In 2023 the NASA IG identified $35M in wasteful software licenses. The NASA IG at the time - Paul Martin, the USAID IG who Trump and Musk recently fired.
