there is another window you can use to setup the time with seconds, uses the old UI:
Search: Language settings, and click on the circled options on the screenshot..

it's all optional things you are mentioning.. no ads on start menu, that's just bs.. web searches are optional, off by default. File explorer sign in? what kind of virus did you install?
And my clock shows seconds perfectly fine.. just select the proper format.
