Not sure that it's really a U-turn. Starmer commissioned a report back in January and is now acting on the recommendations of Baroness Casey.

Not so long ago @reformparty_uk were complaining that pointless by-elections weren't going ahead. Apparently not having a by-election and just putting a reform member in place is just fine.
