In this day and age, they're pretty comparable to be honest - I'd just go with whatever one has a better deal going at the moment!
"Back in the day", Id have said HP hands down - had so many issues with Alienware kit, but that was literally two decades ago now.

Oh absolutely! Not endorsing him, just the closest I can think to match, though if you follow the NHS route back, Attlee was probably the best? Admittedly my knowledge is shaky there though!

I think the closest we've had in recent times will have been Tony Blair, with the very least you could say was that he was consistent and managed to stay in power for longer than one term. He was big on minimum wage, trying to keep the NHS alive, and he had those Sure Start centres set up?
