What if the first principal of governance was to elliminate suffering? No, killing everyone is not an adequate solution. It must also include flourishing.

What kinds of changes might follow from that being the first principal? How might it evolve over time?

Success is now defined by how successful we are at deceiving ignorant people. The more you can deceive them, the more success. If we continue degrading our education system, we'll produce even more ignorance. Maximal success is deceiving everyone, including ourselves it seems.
