A dogma is basically a religions rule book or "truth", so Lucifer's spin on the saying "An apple a day keeps the doctor away" is making lighthearted fun of the time he gave humanity the fruit of knowledge

A drawing of Lucifer holding an apple while motioning at it with his apple staff, he's looking delighted/amused at his own joke as he says "An apple a day keeps the DOGMA away!!" Lucifer is wheezing at his own joke with tears of laughter in his eyes, he's practically glowing with joy and there's little images of apples and white snakes around him to further point towards the joke referencing how he gave humanity the fruit of knowledge. Alastor is standing beside him, watching, his silence depicted with three dots ("...") Alastor finally breaks his silence and interrupts Lucifer's joy as he speaks, asking "Are you proud of yourself for that one? Was that the highlight of your day? Of your week? Of your sad, pathetic life? Did it cover the pain of being you?" I went to the amusement park for Halloween tonight as I usually do and had some churros there, this is how that went, felt in-character
