Definitely not saying force it, must be organic. No GPs should have to live on eggshells, no grandchild should do w/o hugs they want bc their parents make the decision for them. Like you so perfectly stated, when they are shared comfortably, they are a gift! Hoping you get some during this season.

Wow. Sad. My grandparents were everything to me. Grandparents are your first, sometimes only, taste of unconditional love in your life. Why would any parent put any stop gaps in the development of that magical relationship? Unless there's a toxic element, let it evolve between them and step back.
