There used to be three kinds of Tories- evil, stupid and Merely Wrong. Johnson got rid of nearly all of the latter, and promoted quite a few of the thick but not inherently malign to the point where power made them nearly as deranged as the Safeseatshire backbenchers.

It might be more accurate to say that he became PM after the Tories lost an election. But that's usually how it is when Labour take power. He did at least manage not to lose once, which is more than most Labour leaders can say.
