i haven't used duolingo in a while so idk exactly what imout method is used with it, but if its romaji input (english/latin letters into japanese) you can type "lu" instead of "u" to get the small ぅ. if its flick input, when you enter "う", you can hit the dakuten button to get the smaller version.
