I'm writing with knowledge as an European FPV drone enthousiast, so going by EU drone laws, that are somewhat copied from US law.
Urban areas are usualy protected airspace for drones over 250 grams(dji started making 249 grams drones since then).
Also, D.C. airspace is probably highly restricted.
