Yeah, the perpetual enemy stereotype. They probably didn’t realize the pattern until ST:Picard when they finally added Elnor… only for him to disappear in season 3.

They really should’ve added Romulan characters into the main cast for one of the shows. Adding Worf is what humanized the Klingon in TNG, Quark the Ferengi, 7 of 9 the Borg etc.

They did drop the ball on Romulans.
