There is a misunderstanding how muni budgets work. They aren’t like a prov’l budget that can run deficits, borrow to fund priorities, spend across mltple years, and announce programs w/out detailing every change. A muni budget is a precise operational blueprint. The budget is a $120M question mark.

What is perhaps the most frustrating is the process. VPD gets to present their budget and make their case to the Board and then Council. City departments to get the chance to make a case.
