Here in France we have some granularity in the notification levels.
Extreme is level 2.
High is level 3.
Warning is level 4.
Abduction (Amber equivalent) has no level info.
Training should be level 7
Test is probably beyond 8

This makes me wonder what level 1 and 0 mean.
