Albania isn’t in the EU yet—but adopting these safeguards could turn Diella from gimmick to precedent.

⚠️ Bias & unfair scoring → favoured suppliers win despite weaker bids.
⚠️ Privacy leaks → trade secrets escape through model outputs.
⚠️ Prompt-injection → malicious PDFs change scoring rules.
⚠️ Opaque reasoning → rejected bidders can’t appeal.
Tech alone can’t cleanse corruption.

The decree says he remains responsible for the “Virtual Minister of AI Diella.”
Diella is a function, not a person.
No autonomous AI, no 18-year-old clause to bend.
