Yes. That was one of his speeches. But when you cover his face and just put narrator over his voice you really grasp how detached and crazy he is.

Most of that laughter is nervous laughter. The people and institutions that should be managing this situation are all corrupt right now and so we have a dementia-addled racist in charge of the largest economy and military in the world, being handled by nazis and conmen.
