You have to get the fine detail of the policy worked out before you bring it forward, particularly one as contentious as welfare and benefit overhaul. otherwise you put yourself under time pressure and run huge risk of getting it wrong

Unless they bin the NHS, destroy the remaining public services, slash benefits or a large combination of the 3 there is no way to cut that amount of spending from the budget.
