Hmm, I personally use the Debian based MX Linux, it has a bunch of custom made tools including a GUI for packages.
Their main Desktop Enviorment is called XFCE, which is costumizable *enough* for the average person, oh and Conky too (fancy desktop clock).
Debian is slow in updates, but stable
