No Sir, they do not have to, but in 2021 when Russia was already starting to build-up along the Ukrainian borders, and had already invaded and Crimea, and was in active hostilities with Ukraine in Eastern Ukraine.....they did allow similar transits. So the evidence we have suggests it's possible.

I did a thread on the Black Sea yesterday which included one of the biggest issues that I don’t hear discussed as often about a potential Black Sea Deal, the potential for Russia to bring in ships to revamp the Black Sea Fleet.

For three years Russia has operated without this access and in that time they had record exports. They are working to force Ukraine into a deal that allows them more control over the Black Sea. The data proves Ukraine did not and will not benefit from a Black Sea Deal.

If you are worried about Ukraine being forced into a deal that is bad for them you should be talking about this today. Russia is back to saying they need reintegration into financial markets in order to enable agricultural exports and this is not true.

This evening the Barbados flagged MJ PINAR was struck in the port of Odesa by a Russian missile while loading grain, I believe five crew members are dead. The MJ PINAR has made numerous trips to the Odesa Area ports since April of 2024.

Ship traffic continues to Odesa.

I saw another commenter point out this piece below so I asked about that too. It's an antenna for video transmission. You can tell it's not a fibre optic cable spool because it doesn't have any means of unrolling the cable without tangling.

It’s mostly calm and a wee bit chilly (ok, I’ve been told it’s positively frigid) in Odesa with some rain and snow. Sailing weather should be good up and down along the coast but the moisture may put some restrictions on loading.

Weather has been consistently good in the Western Black Sea this week. There were a few short periods with higher wave heights but nothing above the limits we consistently see Ukrainians operate.
