In general, Igors are my second favorite backup characters in the series second only to the Nac Mac Feegle.
Knowing a bit about Nuggan going into it, and about Vimes' position and role at the end of it, those are the points that existing DW readers benefit from. New readers get a relatively self contained story that hammers the wisdom/wit and feels less like a fantasy novel and more like a war story.

I give Monstrous Regiment to certain people as a cold entry to Discworld. It's better with all the context around the story but that also helps the new reader be grounded in the story and not the DWishness of it all.
