I don't think it should be called "terrorism", but acting like it's just common graffiti is disingenuous.
I also think the PA ban is madness, but I think the members that caused £25m worth of damage should be prosecuted for it. Free speech should be protected, but not criminal damage.

They wouldn't have to address any of these issues if they just release it as a free-to-play live service game. It's clearly what they wanted to make, so just release it as-is.
If they want to make an actually good game then it'll take a bit more than that. Maybe an extra year or two of development.
