If you are the turning bicycle, you cannot see the traffic light, so you go if the other bikes halt: you wouldn't even notice if someone runs a red light. And if the first few stop, the other ones cannot pass, so you are quite safe.

It is faster to just wait until the traffic lights turn red. I often cross this stream of bikes as a pedestrian at this traffic light. The majority of bikes wil stop for a red light, so this biker can turn safely.

I don't know anything about these budgets, and what you are trying to say, but it is possible it has something to do with the difference in size (Germany is almost 9 times bigger and has almost 5 times as many inhabitants).

It takes longer to cross on foot than cycling, so I don't understand why this is supposed to be better or safer for any road user. You should only use stop signs if there is insufficient visibility and there is not another sensible way to fix that.

Culemborg heeft gewoon roetveegpieten, maar op basis van een slechte foto hebben de makers van dit lijstje besloten dat het niet roetveeg genoeg was. Ik zou het lijstje met een korreltje zout nemen...
