The tradeoff: Legislators won't fund Leandro because they'd rather give tax cuts to corporations and wealthy North Carolinians. NC ranks dead last in school spending as a share of our GDP. The ongoing violation of our students' constitutional rights is what pays for those tax cuts.

Students are back this week. We'd like to know what's the latest with Leandro?

State officials are under an active court order to fund the Leandro Plan. Are they meeting that obligation? If not, why not? What consequences will they face?

Sen. Berger has spent the past four years trying to renegotiate the state constitution that he pledged to uphold, just so he can give tax breaks to his friends instead of investing in public schools.

Typical budget negotiations should give him less heartburn than constitutional violations

NC Students Deserve Better: The Governor’s Budget Neglects Leandro Funding The Every Child NC coalition is deeply disappointed by Governor Stein’s Recommended Budget for the 2025-2027 biennium. It failed to meet the mark by not including full funding for Years 6 and 7 of the Leandro Comprehensive Remedial Plan (the Leandro Plan). While courts have stopped the transfer of overdue Leandro Plan funding for our students, they have not absolved the Legislative and Executive branches of their responsibility to implement the Leandro Plan. As the Court of Appeals wrote in 2021: “Our issuance of this writ of prohibition does not impact the trial court's finding that (Leandro Plan) funds are necessary, and that portion of the judgment remains…the State must honor that judgment. But it is now up to the legislative and executive branches, in the discharge of their constitutional duties, to do so.” Today, Governor Stein failed in that constitutional duty. Stein’s proposal does address some of the areas of concern for North Carolina’s public education system, such as ending the handouts to the wealthy under the guise of school choice, increasing teacher pay, expanding free breakfast to all students, and hiring more nurses, counselors and social workers. However, 1.5 million students will continue to have their basic constitutional rights violated even if Governor Stein’s budget were to become law. Since the Leandro Plan was introduced four years ago, we’ve moved backwards. Opportunity gaps have grown. Unregulated voucher schemes have increased budget pressures and worsened school segregation. Without bold leadership from state lawmakers, we’ll keep moving further away from the promise of a sound basic education for all students We call on Governor Stein to work with us and fully commit to our public schools by adhering to the court orders that require him to work to implement the Leandro Plan. We also urge the governor to publicly support House Bill 420, Sound Basic Education for Every Child, that would implement years 6 and 7 of the Plan. It’s what the state constitution calls for and what our students deserve.

Small nit: There have been political challenges to Leandro, but not financial ones. NC’s school funding effort ranks 49th. If we increased funding $5.8bn, we’d still be below the nat’l avg. Leandro is readily affordable if we prioritize the rights of students over the greed of the wealthy

The author lamenting charter schools' strained budgets fails to note how her organization failed to endorse the Leandro Plan, which would have increased charter budgets by about 45%. It's not too late. Charter students deserve constitutionally funded schools, too!

Pretending that the continued violation of students' rights under Leandro isn't an issue for the 2025 long session helps legislators in their quest to continue to violate students' constitutional rights.

1.5 million students constitutional rights are being violated. That is a huge issue.
