You can start them in one, definitely but you'll have to move them out once leaves appear and it's warm enough.

Depending where you are located, might be wise to "call before you dig" and get a municipal employee to double-check nobody ever ran electric, sewage, water or similar lines in your backyard.

If you have trouble getting a herb garden started, consider dill and chives. They thrive on neglect and are nearly indestructible - and there is no limit to the number of dishes improved by chives!
