An association of leading European universities, fostering scholarship, excellence and leadership. We organise interdisciplinary events for graduate students at our universities and also run the Europaeum Scholars Programme for PhD students.
She offered several insights into the workings of NATO from a European perspective and how those have tended to make Europe dependent upon the USA. The scope of this dependency poses real challenges to the EU's autonomy in some areas of defence in particular.

After arguing that strategic autonomy should have been adopted by Europe much earlier, Claude-France Arnould discussed several of the problems of adopting a European defence capability that could be autonomous from the USA if it needed to be.

Equally, Shea asked how does Europe deal with the prospect of a potential military war: how to enhance defence infrastructure, how to agree rules of engagement, etc?
The key to good European policy making, he ended, was to stick to key principles & concerns, & not getting distracted by the "noise".

Jamie Shea then turned our attention to strategic autonomy and European security. He situated his comments against the threat of hybrid warfare, the ongoing war in Ukraine, and the US's changing priorities.

In the context of current geopolitical turmoil, Marx pointed to the EU exploring new trade agreements such as CPTPP, as evidence of strategic international cooperation.

But, there is a lot, he outlined, happening in other areas on e.g. Economic Security Instruments, where the idea is very alive. He emphasised that Open Strategic Autonomy means keeping trade open with the world.

Axel Marx explored the notion of strategic autonomy. With respect to sustainability, which was at the heart of the notion originally, perhaps its time has gone.

They awarded the prize for best project to from Data to Dignity, which lays out a vision for how the monitoring aspects of the Migration and Asylum Pact could be implemented while enhancing the standard of living and rights of migrants in reception centres.

Martin Westlake asked a new question: how well will vdL have done by the end of her mandate? Will she be in a position to secure a 3rd term if she wants to? He noted the difference between legacy delivery & delivering a specific mandate -a useful lens on vdL’s approach.

Russack @ceps.eu also added that vdL’s constant framing of “crisis mode” to justify her decision-making is wearing thin. This approach, once effective, now seems to be fueling frustration and perceptions of a less successful second term.

Russack @ceps.eu was also critical of how vdL set up her first vs second College, calling the latter one of the weakest in years. Power is concentrated around vdL. Three censure motions in three months hint at a far-right proxy war but also deeper strain with Parliament.
