Yes that is true that people form LLC’s for properties, but this research helped link LLC’s through their filing info to help ID properties that have common ownership even if names are different.

This builds on past reporting Steve and Julie did showing how Philly has been doing this. Despite a City Council law, Philly DHS still does this, but now says it notifies youth or their families.
