Base civ games are usually meh on release. It's standard. They improve over time.

What game is this?

That's fine though. I've had endless play throughs of the first few hundred turns just for fun. I rarely finish completely. I already know I've won or lost and can't be bothered to see it through. I just like to explore and early game war is more fun
