And again, he can't harm sinners but that doesn't mean he can't pose to be a threat. He probably can't punish those in hell, but those in the living world and he can for sure hurt angels. There's no contract stopping Luci fighting if a war from heaven DOES break out. But he's gotta develop first

Meaning he'll need someone to punish the sinners for him and what better for Alastor to be the one for the job of wanting to be the most powerful sinner in hell.
