OK, I agree with you. I'm just confused about why you're saying that in the context of the Third Amendment. There's nothing in that amendment that has anything to do with felons.

While I'm absolutely anti-ICE, the Third Amendment only bans that "without the consent of the owner." If they paid for the rooms (or got them for free with the hotel's consent), that's not a violation.
