If they sit on the properties, the fund grows and they can't add any new properties. If they sell, the homes enter the marketplace with less predatory agents creating fairer prices.

Top of my dome, cap the sales of single family homes to non-individuals at 5% of all sales per metro area. Tax all homes owned by these funds at a much higher rate as a penalty until current ownership percentage dips below 5%, creating a fund for 1st time buyers.

I live in Columbus and have not seen a single solitary ad or anything for a Democrat other than Brown as Senator for this cycle.
I've seen tons for Graham, and I was seeing them before Mills announced. I think the biggest factor here* is "first to market."
