But the proposal doesn't fix it very effectively. There's a National Insurance number, a Tax ID, an NHS number. The solution to this is to introduce a new number?

The reason I'm testing this: This is one of the two strategies the V8 (JavaScript) regexp engine has for scanning for the possible start of an unanchored regexp match. (The other is Boyer-Moore-Horspool.) I was actually surprised to see it doing better than 1 byte/cycle on my Xeon.
